- The South Louisiana Submerged Roads Program is a comprehensive road repair program to repair and resurface south Louisiana roads damaged as a result of Hurricanes Katrina and Rita in 2005.
- The South Louisiana Submerged Roads Program began in July 2007 by the Louisiana Department of Transportation and Development (DOTD).
- Since its inception in July 2007, the South Louisiana Submerged Roads Program has been completely funded by the Emergency Relief Program of the Federal Highway Administration (FHWA) and administered by the Louisiana Department of Transportation and Development (DOTD). The Regional Planning Commission (RPC) works closely with the DOTD and the FHWA to identify eligible streets.
- The South Louisiana Submerged Roads Program funds projects in five eligible parishes--Jefferson, Orleans, Plaquemines, St. Bernard and St. Tammany.
- Funding for the South Louisiana Submerged Roads Program is for specific repairs to selected street segments in the parishes identified above. Repairs include the removal and replacement of pavement to meet each roadway's traffic demands. Continuing coordination efforts with other agencies address funding for potential additional street improvements.
- Phase A, the first phase of the program which is underway, includes approximately 50 street repair projects in Jefferson, Orleans and St. Bernard parishes. Anticipated completion for these repair and resurfacing projects is August 2010 and cost approximately $100 million.
- Roadway improvements will be accomplished by removing old pavement and placing back new pavement to a depth sufficient to meet the traffic demands on each roadway.
- The funds granted through this FHWA program are allocated for specific repairs. The program has explicit guidelines on how the money can be used toward street repairs. Coordination efforts with other agencies are ongoing to address funding for potential additional improvements to the design plans.
- Traffic coordination and planning are underway to minimize congestion and facilitate access in impacted areas where street repairs will occur. Every effort is being made to minimize the inconvenience to neighborhoods, motorists and local businesses.
- DOTD and the RPC are in the process of identifying potential Phase B projects in Plaquemines and St. Tammany parishes.
