The initial list of segments included in the South Louisiana Submerged Roads Program was identified through a collaborative effort of the FHWA, LA DOTD, New Orleans Regional Planning Commission (RPC), New Orleans Department of Public Works and other local governmental agencies.
Several factors were considered in determining the various segments including use and need of the segment, geographic location, location in relation to planned redevelopment districts, extent of damages, public interests and concerns and potential construction delays due to utility conflicts, environmental concerns and permitting issues.
